Applications Information
The Thorntown Advisory Plan Commission (APC) oversees all activity related to planning, zoning, and development in Thorntown. The Planning Administrator and Building Inspector perform the administrative and enforcement functions of the APC and are therefore responsible for intake and initial review of all applications.

HOW DO I KNOW WHAT APPLICATION I NEED TO FILL OUT?
Before filling out any applications, all petitioners are encouraged (and in some cases required) to schedule a pre-application meeting with the Planning Administrator to discuss your proposal and learn about the process. The pre-application meeting may be conducted in person, by video conference, by phone call, or by email. Contact the Planning Administrator at planning@thorntown.in.gov or 463-201-8455.
Please find the list of the types of cases, corresponding application forms and application information below.
- Rezoning / PUD. App Form. App Information.
- Subdivision (platting / re-platting / plat vacations). App Form. App Information.
- Assigning addresses. If you need a new address assigned to a property, you can request this as part of any other planning application, building permit application, or email your request to planning@thorntown.in.gov.
Applications like rezoning, PUD, subdivisions, and other changes to the zoning text require a public hearing and possibly a technical review. The schedule of the filing deadlines, public notice, and TAC review for these applications can be found in the 2025 Calendar of Public Hearings and Filing Deadlines. Please refer to the Thorntown Zoning Ordinance to learn more about the application process, zoning and subdivision control regulations, and development standards.
